The Sky Layer The Sky layer is the second-highest area of Kumogakure and is the residential area. Homes here are anchored to the terraces of the valley, arranged in spiraling, stacked rows. The Heaven Layer The highest area of Kumogakure, with large saucer-like buildings built into the faces of the cliffs, wrapping around the massive pillars of stone. The Heaven Layer contains the Raikage's building and government offices. The buildings are linked via bridges, with flags waving off them.
