Ninjutsu


Inadequate User(0-10 SkP): A user of Ninjutsu at this tier has limited access to Ninjutsu, and can only access E,D,and C ranks. They have spent nearly no time practicing on/possess no talent for Ninjutsu and thus are not very good at it. Practice makes perfect!

Basic User(11-20 SkP): A user of Ninjutsu at this tier has access to Ninjutsu of E through B Rank, but like the Inadequate they have only minimal training in the field. However they get no special perks from using Ninjutsu.

Adept user(21-30 SkP): A user of Ninjutsu at this level can use Ninjutsu of E through A Rank. Also their abilities with seals have improved immensely, allowing them to move +5 faster in the DEX stat, as well as the fact that their chakra levels have grown, allowing them to utilize more their Ninjutsu more often and use more powerful jutsu more frequently, gaining an +5 amount in the STA stat.  

Experienced User(31-40 SkP): A user of Ninjutsu at this tier is impressive, but not quite a master yet, though they can now learn Ninjutsu up to S rank. They possess hand seal speed that is unthinkable to those in Adept or lower, as they have quite the advantage on seals for those not practicing with as much attention into this art. They gain +10 DEX in their hand seal movements for Ninjutsu, as well as +10 in their chakra amounts (STA), possessing rather scary amounts of chakra compared to the normal individual. With this also comes an additional perk, the ability to use less hand seals for Ninjutsu than that of the ordinary shinobi. They can now utilize 25% less hand seals in all Ninjutsu, and for their main element (that of which they use most frequently), they can utilize 50% less hand seals for their jutsu. (If there is one seal per-perk, then for that 1 seal jutsu, that becomes ZERO. Also rounding down when it comes to the percentages you get if it's a decimal.)

Master User(41-50): At this point, there are nearly no limitations on the possibilities one could achieve in this tier, and they can learn jutsu up to SS rank. At Master Level, instead of having the normal 1-3 Elements restriction, a Master of Ninjutsu can obtain 4 Elements, due to their hard work and dedication to get this far, and their abilities in Ninjutsu are known throughout all of the lands. Their hand seal speed is like none other, being able to utilize their seals at +15'. By this point, those with an Experienced or lower in Ninjutsu can hardly hope to class them in this art of shinobi life, as their seals are at a major advantage compared to the normal individual. Their chakra levels (STA) at this point are intimidating, and can now emit visible auras of chakra around them if they so choose (this does nothing, it just looks cool, such as Zabuza's demon aura). They gain +15 in stamina for their chakra levels. The Dexterity and Stamina perks from the other tiers apply, as well as the unique ability to minimize the seals of ONE jutsu, including all of its derivatives, to one. Also, their abilities with Ninjutsu are so advanced, that they can perform Ninjutsu at half the chakra amount of a normal person, due to molding chakra for their Ninjutsu being almost second-nature to them.

Taijutsu



Inadequate User(0-10 SkP): A user of Taijutsu at this tier has limited access to Taijutsu, and can only access the most basic of Taijutsu maneuvers.  This involves a passing ability to know how to punch and kick without hurting oneself, and if one has a lot of natural ability (decent stats), they can still pack a good punch.  This, however, is the extent of their ability.

Basic User(11-20 SkP): A user of Taijutsu at this tier has access to Taijutsu, but like the inadequate they have only minimal training in the field. They can now begin training in a certain style, such as the Strong or Gentle Fist styles of Konohagakure fame.  They can utilize techniques of ranks up to B in Taijutsu, beginning to unlock the potential in fist and feet, but gain no other special ability from using Taijutsu.

Adept user(21-30 SkP): A user of Taijutsu at this tier can now access higher-leveled abilities, Taijutsu techniques up to A-rank.  Also their abilities with hand to hand combat have improved immensely, allowing them to move more fluidly, attacking with more strength, and their aim in trapping, disarming, and striking has become more than adequate.  An Adept user gets  +20% of their overall Skill Points in Taijutsu to each of their Strength, Dexterity, and Agility stats while using Taijutsu.  (For example, if you had 25 SkP in Taijutsu, each would get a +5)

Experienced User(31-40 SkP): A user of Taijutsu at this tier is impressive, but not quite a master yet. They can now master multiple styles, and their abilities in this area are noteworthy among fellow shinobi. They possess foot and hand speed that is unthinkable to those in Basic or lower, as they have quite the advantage on strikes. They gain +25% of their SkP in Taijutsu to their Dexterity, Strength, and Agility (for example, if you had 40 SkP, each would get a +10), possessing rather scary amounts of strength and speed compared to the normal individual. This ability does not stack with the previous tier’s ability.  With this also comes an additional perk, the ability to use S-ranked taijutsu techniques. They can now utilize 25% energy/chakra consumption for all taijutsu, and for their main style (that of which they use most frequently), they can utilize 50% less chakra/energy consumption for their Taijutsu.

Master User(41-50): At this point, there are nearly no limitations on the possibilities one could achieve in this tier, and they can use SS ranked Taijutsu. They get an incredible +30% of their overall SkP in taijutsu to their Dexterity, Strength, and Agility (for example, if you had 45 SkP, each would get a +15).  The Taijutsu Master can choose a signature technique with which they can gain an extra +50% from the total stat boost that technique renders.  This technique can be a custom or canon technique.  Fighting a Taijutsu Master in hand to hand combat is a nightmare – they can move very fast, strike very hard, and seem to endure a fight for days.

Bukijutsu

Inadequate User (0-10 SkP): You have no actual skills with weapons, although you could buy a weapon, you wouldn't have proper control with it, and could very well get yourself hurt out there. At this level, the user can start with plastic, rubber, or basic wooden training weapons, such as toy shuriken, or a bokken (wooden training sword).

Basic User (11-20 SkP): You have now begun the process of familiarizing yourself with weapons, and can now learn techniques up to B rank in Bukijutsu, but have no special ability involving Bukijutsu. Basic Users get 1 free customized weapon. List it in your app. It must be of basic Iron/Pine with any added accessory of basic material. ie- An iron bladed sword with a pine hilt, pine or iron scabbard, rope, or leather belt, etc. You can later upgrade these by buying the new materials when you have money to do so, if you want.

Adept User (21-30 SkP): Damn your mastery over weapons is coming along, you can now learn up to A rank techniques in Bukijutsu. You've begun to familiarize yourself with several branches of Bukijutsu, utilizing a great versatility in your fighting style. You also have begun the art of chakra flow, being able to enhance the abilities of your weapons with chakra. You receive a +20% of your skill points in this art into Str, Agi, Dex, while using weapons. Adept users can get two free slightly higher quality weapons if they want to (ie- steel/oak. See the Shop guide for materials.

Experienced User (31-40 SkP): Your experience of weaponry on the battlefield makes you one not to be trifled with easily, as you've become used to a wide array of different weapons, with abilities not easily matched. You set the pace on the battlefield, as you make competing shinobi "dance" as they try to dodge your every impeccable move. You gain +25% of your SkP into your Agi, Dex, and Str stats while using weapons. You also have received the ability to learn S ranked weapon techniques, but that's not all. All Bukijutsu techniques get a 25% decrease in chakra consumption. Also, chakra flow is enhanced by one rank (Chidori Katana which is normally B rank, would be A rank with Experienced Buki user). Experienced users can get one free specialized, enhanced chakra flowing weapons if they want to ( ie-edotite/senju wood) and two regular durable weapons (ie- steel/oak, steel/bamboo, etc). See materials in shop when making your weapons.

Master User (41-50 SkP): Your experience with weapons is legend-wait for it- dary, and you can use up to SS ranked Bukijutsu. 30% of your SkP enhances your str, agi, and dex stats each. They can use any weapon, even a paperclip, into the most deadly of weapons. A master has three signature weapon sets with which they gain an extra +20% increase in the total boosts they would receive from the Skill. (Meaning each of the 3 weapon sets would have 50% total boost). Now don't get confused here, when I say weapon sets, I mean things like dual swords, etc. where the weapons are DEPENDENT on each other to function together. Finally, Bukijutsu techniques cost 50% less in chakra consumption. Master Users get 2 free specialized enhanced chakra flowing weapons if they wish, and 2 regular durability weapons. See shop for materials.

Genjutsu


Inadequate User (0-10 SkP): At this stage, there is very little you can do except try and use your wits to understand when you’re in a Genjutsu.  If there are E-rank Genjutsu, you might be able to try one.  

Basic User (11-20 SkP): Well, here’s a much more adequate representation of a Genjutsu user.  At the Basic level, you have access of up to B-rank Genjutsu techniques.  You are familiar with Genjutsu and how to break it, and have made yourself a little more resistant to it, using Genjutsu: Kai with a lower chakra cost – it only takes you a D-rank in order to rid yourself of up to a C-rank technique.  Of course, some techniques are unable to be broken with Kai, especially if one is paralyzed by the Genjutsu.  

Adept User (21-30 SkP): Most shinobi never make it past this stage, able to use up to A-rank Genjutsu techniques.  As well, your familiarity with Genjutsu allows you to break it more easily, and now your Genjutsu: Kai can dispel up to A-rank techniques – assuming the technique can be broken in that fashion – for a mere C-rank amount of chakra.  If the Genjutsu you’re trying to dispel is C-rank or lower, however, you can afford a D-rank.  As well, powerful Genjutsu are less effective against you.  Paralyzing techniques of B-rank and lower now only slow your movements.  You cannot truly fight like this, but you may be able to induce pain to break the technique, or make a handseal, depending on your ability with Ninjutsu.

Experienced User (31-40 SkP): As an Experienced Genjutsu user, you are truly frightening to your peers, able to twist the mind into believing almost anything.  S-rank techniques are not foreign to you, and you can now use Genjutsu with such expertise that you spend less chakra on them – a full 50% less, in fact.  Your ability to dispel through Kai is at its limit, though you can now force yourself to move in miniscule amounts in paralyzing techniques up to A-rank.  Your illusions are harder to break, as well, opponents requiring a B-rank amount of chakra for any that they break with Genjutsu: Kai, unless they, too, are a skilled Genjutsu user (see above).


Master User (41-50 SkP): Genjutsu Masters are rightfully respected and given wide berth by their lesser.  These illusionist virtuosos are second to none with their ability, only comparing among each other their prowess in shaping the five senses.  At this stage you can learn up to SS ranked Genjutsu, and one may choose a number of techniques equal to 50%  (max of 3 at 50) of their overall SkP in Genjutsu and Master these techniques.  Technique Mastery for a Genjutsu user means that the technique is automatically a rank stronger when determining if it can be dispelled by either pain or Kai and any mentally damaging effects.  It also means that the technique can be used with a minimum of requirement – for example, a technique requiring eye contact can be used even if only peripheral contact is made.  Even S-rank techniques don’t really hold you down as effectively at this point, able to move enough just on your own willpower and familiarity with Genjutsu enough to induce pain or possibly make a handseal through paralyzing techniques up to that rank. Somone with a 50 at Master level, using an SS-rank Genjutsu can still tie you down, though.

Fuuinjutsu


Inadequate User (0-10 SkP): This user has no/almost no affiliation with Fuuinjutsu, didn't bother to learn a damn thing about it. They can't use any Fuuinjutsu and as far as sealing items goes, they can only seal things in a scroll but those things cannot be weapons to be used in battle, since they lack the efficency to do so in the stress of battle.  

Basic User (11-20 SkP): A user of this level has spent minimal time training the art of Fuuinjutsu, and is usually only concerned with the Generic Sealing technique, which revolves around summoning weapons in battle. However summoning the weapon will take longer than usual given your weak affiliation with it, meaning it takes a full post to even summon a weapon with this tier. They can learn Fuuinjutsu up to C rank (which basically only includes the Generic Sealing Technique).

Adept User (21-30): A user of Fuuinjutsu at this level has begun to use Fuuinjutsu to its truest potential in their fighting. They can use Fuuinjutsu up to A rank, including the famous "Lightning Flash Blade Creation" as used by Sasuke Uchiha. They can summon weapons instantly with their Fuuinjutsu from their respective seals. Finally, they have the potential now for a different branch of technique extending off of Fuuinjutsu: "Juuinjutsu", the famous art of creating cursed seals. They can create and remove these kind of seals up to B rank now.  

Experienced User (31-40): You are almost a master of Fuuinjutsu, there are few seals you haven't mastered yet, as you can access even the S ranked Fuuinjutsu techniques now meaning there are few limits with which you hold in terms of sealing. Your seals now require 25% less chakra consumption, allowing them to much more easily call out their weapons/seals into the battlefield. Additionally, their prowess with Juuinjutsu has extended now, they now have the ability to create and remove Curse Seals up to A rank now. Finally, they have the ability to use seals without paper.

Master User (41-50): You are a master of Fuuinjutsu, which means you can use Fuuinjutsu for 50% less chakra consumption and use SS ranked Fuuinjutsu, which means you don't have to worry about a damn thing in regards to running out of chakra for seals. You can also now create and use SS-ranked Juuinjutsu if you really wanted to.

Iryojutsu

Inadequate User(0-10SkP): You are limited to basic first aid, like band-aids, basically. You have no skill or talent in medical jutsu at this stage and are pretty much useless at making medical chakra.

Basic User(11-20SkP): At this level, you can finally make Medical Chakra. You have access to all Medical jutsu E-C rank and know basic human anatomy. You know what all the organs are, where they go, and what they do in detail. You also know where all the bones are, and their names are. However, you can not use medical jutsu in battle yet at all.

Adept User(21-30SkP): Now, you can utilize Medical Jutsu of E-B rank. Your chakra control has grown considerably, allowing you to use MEDICAL jutsu at a 25% discount. In addition to knowledge of the human body, you can now develop poisons and antidotes, which you can use in battle. However, you still can not use medical jutsu in battle yet, besides to heal.

Experienced User(31-40SkP): At this point, you can use Medical Jutsu from E-A rank. You know everything about the human body, poisons and plants. You can spot edible and poisonous herbs anywhere and collect them (depending on the plant, it costs a certain amount of exp). You can use medical jutsu in combat in any way you want, ie- Chakra Scalpel t cut people's muscles or ligaments, etc. Your medical jutsu get a 50% chakra discount now as well from your advanced chakra control.

Master User(41-50): You have mastered Medical Jutsu. You can use any medical jutsu from E-SS rank. In addition to knowing everything about the human body, all plants in the world, poisons and antidotes, you also have vast knowledge of animal body systems, natural antidotes from animal fluid, venom, etc., and can tell Where a person is from in the world (what region they came from, what clan they are from, etc.) by looking at them. After all, the way you look is classified as a medical matter. Your understanding of the human body is so advanced that you can tell someone is from Kumo because of their darker skin or complexion, and how Hidden Mist people have a certain eye shape found there, or sharp teeth, for example. Also, your chakra control is perfect. While you still have a 50% discount in medical jutsu, your knowledge of chakra is so great that ALL other jutsu types have a 25% discount as well.

Inadequate User(0-10SkP): You are limited to basic use of your 5 senses. Nothing more, nothing less.

Basic User(11-20SkP): At this level, you are finally learning how to sense things. By standing still and focusing with the ram sign OUTSIDE of combat, you can feel for chakra up to 50 meters, but you can only tell that whoever it is has chakra. Nothing else.

Adept User(21-30SkP): Now, you can actually use standard Sensory jutsu E-B rank. Your sensory range has increased to 100 meters. You can now tell how much chakra things you sense have, but you still have to stand still to sense things. However, you don't need the ram sign to focus this ability anymore.

Experienced User(31-40SkP): You can use Sensory Jutsu up from E-S rank now. You can use sensory jutsu in combat as well as outside of combat and your range is now 200 meters at 31-35 and 400 meters from 36-40. You can now move and use your innate sensory ability as well with the ram sign. You can tell how much chakra a person has and what elements they can use.

Master User(41-50SkP): You can use any sensory jutsu ever made now (E-SS rank). Your innate range is from 800 meters at 41-45, and 1500 meter at 46-49 and 5000 meters at 50. All it takes is a simple thought and the user can sense all the chakra within that limit. They can tell elements, how much chakra they have, AND what the person specializes in from the feel of their chakra alone.

Experienced User(31-40 SkP): At this stage you have become very experienced with puppetry. Your puppetry skills are like a work of art, you can control up to 7 puppets in a fight now at any given time, and they move at the speed of 50 agility. Your dexterity has now gained a bonus of +10 as well as a bonus of +10 to your stamina. Your puppets may now be of any rank, from D-rank to the powerful SS-ranked puppets. Your chakra usage for puppetry has now gained a discount of 25%

Master User(41-50): Congratulations! You are now a master in the fine arts of puppetry. You can now control up to 10 puppets in a fight at any given time. Your puppets can be any rank from D-SS, and you only pay 50% of the chakra needed for puppetry. You also gain +15 in dexterity and +15 in stamina. As well as all the other stat boost of the lower puppetry levels. Your puppets can now be controlled at the speed of 60 agility.

This is the topic in which we will discuss Combat Skills. Let's go through them a few at a time and see what we want to change.

An idea I mentioned somewhere else was that we add in a special skill when you reach 50 in a stat, like how Sensory goes from 1500m to 5000m when they reach 50. As it is now, there's absolutely NO reason to go past 41 in some skills, while others barely have a good reward for it.



I will start with my thoughts for ninjutsu:

I will suggest that we use the current Ninjutsu Master as the bonuses for 50 in Ninjutsu. For 41-49, we could go a bit under that. Reduce the chakra reduction for 41-49 down to only 25%, and 50% for your main element. That makes going to 50 give an extra 25% off on all ninjutsu besides your main element. We could also make the "One technique and all derivatives have one hand seal!" be exclusive to 50, to make it more appealing.

Also, we should remove the part that says the Stamina and Dexterity perks from the other tiers also apply. +30(15 + 10 + 5) Stamina and Dexterity along with all the other bonuses is too much.

I don't see anything wrong with that. It'll make people want to spend more points, which is what we are going for, after all. I'd say your idea works. I can't think of anything else to add for Ninjutsu.

One though is skilled enough to be able to create C rank and Below Ninjutsu at 15 SkP.

Their abilities with seals have improved immensely, allowing them to move faster (DEX) as well as the fact that their chakra levels have grown, allowing them to utilize more their Ninjutsu more often and use more powerful jutsu more frequently (STA). Increases are 20% of SkP.
Are able to create B rank and below Ninjutsu at 25 or higher SkP

Experienced User(31-40 SkP): A user of Ninjutsu at this tier is impressive, but not quite a master yet, though they can now learn Ninjutsu up to S rank. They possess hand seal speed that is unthinkable to those in Adept or lower, as they have quite the advantage on seals for those not practicing with as much attention into this art. They are quicker in their hand seal movements (DEX) for Ninjutsu, as well as in their chakra amounts (STA), possessing rather scary amounts of chakra compared to the normal individual. Increase of 25% of SkP to these stats.
With this also comes an additional perk at 35+ SkP, the ability to use less hand seals for Ninjutsu than that of the ordinary shinobi. They can now utilize 25% less hand seals in all Ninjutsu, and for their main element (that of which they use most frequently), they can utilize 50% less hand seals for their jutsu. (If there is one seal per-perk, then for that 1 seal jutsu, that becomes ZERO. Also rounding down when it comes to the percentages you get if it's a decimal.) They are also able to create A rank Ninjutsu now.
Master User(41-50): At this point, there are nearly no limitations on the possibilities one could achieve in this tier, and they can learn jutsu up to SS rank. At Master Level, instead of having the normal 1-3 Elements restriction, a Master of Ninjutsu can obtain 4 Elements, due to their hard work and dedication to get this far, and their abilities in Ninjutsu are known throughout all of the lands. Their hand seal speed is like none other, being able to utilize their seals quicker then before (Dex). By this point, those with an Experienced or lower in Ninjutsu can hardly hope to class them in this art of shinobi life, as their seals are at a major advantage compared to the normal individual. Their chakra levels (STA) at this point are intimidating, and can now emit visible auras of chakra around them if they so choose (this does nothing, it just looks cool, such as Zabuza's demon aura). Stats are 30% of SkP. Can now create S rank Ninjutsu. They can now utilize still utilize the 25% less hand seals in all Ninjutsu, and for their main element (that of which they use most frequently) 50% less hand seals for their jutsu. (If there is one seal per-perk, then for that 1 seal jutsu, that becomes ZERO. Also rounding down when it comes to the percentages you get if it's a decimal.)

(45+ skp)They also gain another ability as well at higher mastery. The unique ability to minimize the seals of ONE jutsu, including all of its derivatives, to one. Also, their abilities with Ninjutsu are so advanced, that they can perform Ninjutsu with less(+10% per SkP over 45) chakra amount of a normal person, due to molding chakra for their Ninjutsu being almost second-nature to them. Can Create SS rank and below Ninjutsu.


Taijutsu:


Inadequate User(0-10 SkP): A user of Taijutsu at this tier has limited access to Taijutsu, and can only access the most basic of Taijutsu maneuvers. This involves a passing ability to know how to punch and kick without hurting oneself, and if one has a lot of natural ability (decent stats), they can still pack a good punch. This, however, is the extent of their ability. C rank and Below taijutsu.

Basic User(11-20 SkP): A user of Taijutsu at this tier has access to Taijutsu, but like the inadequate they have only minimal training in the field. They can now begin training in a certain style, such as the Strong or Gentle Fist styles of Konohagakure fame. They can utilize techniques of ranks up to B in Taijutsu, beginning to unlock the potential in fist and feet, but gain no other special ability from using Taijutsu.
Can create C rank and below Taijutsu.

Adept user(21-30 SkP): A user of Taijutsu at this tier can now access higher-leveled abilities, Taijutsu techniques up to A-rank. Also their abilities with hand to hand combat have improved immensely, allowing them to move more fluidly, attacking with more strength, and their aim in trapping, disarming, and striking has become more than adequate. An Adept user gets +20% of their overall Skill Points in Taijutsu to each of their Strength, Dexterity, and Agility stats while using Taijutsu. (For example, if you had 25 SkP in Taijutsu, each would get a +5)
Can create B rank Taijutsu at 25+ SkP.

Experienced User(31-40 SkP): A user of Taijutsu at this tier is impressive, but not quite a master yet. They can now master multiple styles, and their abilities in this area are noteworthy among fellow shinobi. They possess foot and hand speed that is unthinkable to those in Basic or lower, as they have quite the advantage on strikes. They gain +25% of their SkP in Taijutsu to their Dexterity, Strength, and Agility (for example, if you had 40 SkP, each would get a +10), possessing rather scary amounts of strength and speed compared to the normal individual. With this also comes an additional perk, the ability to use S-ranked taijutsu techniques.
(35+ SkP)They can now utilize 25% less energy/chakra consumption for all taijutsu, and for their main style (that of which they use most frequently, pick one), they can utilize 50% less chakra/energy consumption for their Taijutsu. Can Create A rank Taijutsu. Can Create S rank Taijutsu.

Master User(41-50): At this point, there are nearly no limitations on the possibilities one could achieve in this tier, and they can use SS ranked Taijutsu. They get an incredible +30% of their overall SkP in taijutsu to their Dexterity, Strength, and Agility (for example, if you had 50 SkP, each would get a +15). They also keep the 25% less energy/chakra consumption for all taijutsu, and for their main style (that of which they use most frequently, pick one), they can utilize 50% less chakra/energy consumption.
(45+)Fighting a Taijutsu Master in hand to hand combat is a nightmare – they can move very fast, strike very hard, and seem to endure a fight for days. The Taijutsu Master can choose a signature technique with which they can gain an extra (+10% per points over 45 SkP) power from the total stat boost that technique renders. This technique can be a custom or canon technique. Can Create SS rank Taijutsu.


Genjutsu:

Inadequate User (0-10 SkP): At this stage, there is very little you can do except try and use your wits to understand when you’re in a Genjutsu. If there are E-rank Genjutsu, you might be able to try one.

Basic User (11-20 SkP): Well, here’s a much more adequate representation of a Genjutsu user. At the Basic level, you have access of up to B-rank Genjutsu techniques. You are familiar with Genjutsu and how to break it, and have made yourself a little more resistant to it, using Genjutsu: Kai with a lower chakra cost – it only takes you a D-rank in order to rid yourself of up to a C-rank technique. This is due to your Knowledge in Genjutsu use is much higher then others, increasing your ability to recognize and utilize genjutsu (Wis and Sta)at 15% of SkP. Of course, some techniques are unable to be broken with Kai, especially if one is paralyzed by the Genjutsu. Able to create C rank Genjutsu.

Adept User (21-30 SkP): Most shinobi never make it past this stage, able to use up to A-rank Genjutsu techniques. As well, your familiarity with Genjutsu allows you to break it more easily, and now your Genjutsu: Kai can dispel up to A-rank techniques – assuming the technique can be broken in that fashion – for a mere C-rank amount of chakra. If the Genjutsu you’re trying to dispel is C-rank or lower, however, you can afford a D-rank. As well, powerful Genjutsu are less effective against you. Paralyzing techniques of B-rank and lower now only slow your movements. You cannot truly fight like this, but you may be able to induce pain to break the technique, or make a handseal, depending on your ability with Ninjutsu. Your able to know how to minipulate more of your enemy, and use your ability to greater affects. Wis and Sta increase is 20% of SkP when using or under a Genjutsu.
Able to create B rank Genjutsu at 25+ SkP.

Experienced User (31-40 SkP): As an Experienced Genjutsu user, you are truly frightening to your peers, able to twist the mind into believing almost anything. Your ability to dispel through Kai is at its limit, though you can now force yourself to move in miniscule amounts in paralyzing techniques up to A-rank. Your illusions are harder to break, as well, opponents requiring a B-rank amount of chakra for any that they break with Genjutsu: Kai, unless they, too, are a skilled Genjutsu user (see above). Wis and Sta increase is 25% of SkP when using or under a genjutsu. You are now so skilled with genjutsu, that you are able to induce the Genjutsu with eye contact with an element of your choosing. Able to create A rank Genjutsu.



Master User (41-50 SkP): Genjutsu Masters are rightfully respected and given wide berth by their lesser. These illusionist virtuosos are second to none with their ability, only comparing among each other their prowess in shaping the five senses. Technique Mastery for a Genjutsu user means that the technique is automatically a rank stronger when determining if it can be dispelled by either pain or Kai and any mentally damaging effects. Even S-rank techniques don’t really hold you down as effectively at this point, able to move enough just on your own willpower and familiarity with Genjutsu enough to induce pain or possibly make a handseal through paralyzing techniques up to that rank. Somone with a 50 at Master level, using an SS-rank Genjutsu can still tie you down, though. Wis and Sta is 30% of SkP when using or being under a Genjutsu. At this stage you can learn up to SS ranked Genjutsu. Able to create S rank Genjutsu. You are so skilled, that you can now use Genjutsu with such expertise that you spend less chakra on them (10% less per point from 41-45).

(45+ SkP)When you have reached higher masteries, one may choose (1 technique Per 2 SkP at 45)a technique and Master it. This means that the technique can be used with a minimum of requirement – for example, a technique requiring eye contact can be used even if only peripheral contact is made. Able to create SS rank Genjutsu.



Fuuinjutsu:
Inadequate User (0-10 SkP): This user has no/almost no affiliation with Fuuinjutsu, didn't bother to learn a damn thing about it. They can't use any Fuuinjutsu in the smallest amounts.

Basic User (11-20 SkP): A user of this level has spent minimal time training the art of Fuuinjutsu, and is usually only concerned with the Generic Sealing technique, which revolves around summoning weapons in battle. However summoning the weapon will take longer than usual given your weak affiliation with it, meaning it takes a full post to even summon a weapon with this tier. They can learn Fuuinjutsu up to C rank. Can't create any Fuuinjutsu only techniques, but can utilize basic fuuinjutsu with other techniques. But at this stage, they can utilize a Contract, but require the contract seal to be in a large scroll. Can only summon 1 partner at any time.
Adept User (21-30): A user of Fuuinjutsu at this level has begun to use Fuuinjutsu to its truest potential in their fighting. They can use Fuuinjutsu up to A rank, including the famous "Lightning Flash Blade Creation" as used by Sasuke Uchiha. They can summon weapons instantly with their Fuuinjutsu from their respective seals. Finally, they have the potential now for a different branch of technique extending off of Fuuinjutsu: "Juuinjutsu", the famous art of creating cursed seals. They can create and remove these kind of seals up to B rank now.
Can create B rank Fuuinjutsu. Can now utilize a smaller seal, already written, to utilize with Summoning Contract. Can only summon 1 major or boss summon, but 2 (or more if group summon)minor summons.

Experienced User (31-40): You are almost a master of Fuuinjutsu, there are few seals you haven't mastered yet, as you can access even the S ranked Fuuinjutsu techniques now meaning there are few limits with which you hold in terms of sealing. Your seals now require 25% less chakra consumption, allowing them to much more easily call out their weapons/seals into the battlefield. Additionally, their prowess with Juuinjutsu has extended now, they now have the ability to create and remove Curse Seals up to A rank now. Finally, they have the ability to use seals without paper. This ability allows you to use Contracted Seals without having to lug around a precreated scroll.
(35+ SkP)At greater amounts of Experience, you could now use 2 contracts, though not at the same time, and summon multiple (every 3 points from 35-40 one more can be summoned) contracted partners to the area.
Can create A rank Fuuinjutsu.

Master User (41-50): You are a master of Fuuinjutsu, which means you can use Fuuinjutsu for (10% per point from 41-45) less chakra consumption and use SS ranked Fuuinjutsu, which means you don't have to worry about a damn thing in regards to running out of chakra for seals. Can create S rank Fuuinjutsu. You are able to summon 3 contracted partners to the field, but only from 1 of the 2 contracts you hold.
(45+ SkP)Can create SS rank Fuuinjusu. You can also now create and use SS-ranked Juuinjutsu if you really wanted to. Though you have mastered Fuuinjutsu to such a degree, that you can now manipulate summons with other degree of Fuuinjutsu, utilizing new styles of fuuinjutsu to call out your Contracted Seals. Though now using 2 contracts at once is easy enough, among the 3 contracts you are able to utilize now.

I'm going to do this with all of them, it makes the bonuses easier to parse from the description text. I do, however, have a criticism for this particular combat skill. 10% reductions for every point beyond 45 is a tad steep. We could lower it to 5% for every point, and maybe 10% for your main element. 10% across the board is too high, I think.

Bukijutsu

Inadequate User (0-10 SkP): You have no actual skills with weapons, although you could buy a weapon, you wouldn't have proper control with it, and could very well get yourself hurt out there. At this level, the user can start with plastic, rubber, or basic wooden training weapons, such as toy shuriken, or a bokken (wooden training sword) when a student, or basic small Shuriken and Kunia after graduating and becoming a Genin. Don't count on creating your own techniques just yet.

Basic User (11-20 SkP): You have now begun the process of familiarizing yourself with weapons, and can now learn techniques up to B rank in Bukijutsu, but have no special ability involving Bukijutsu. Basic Users get 1 free weapon, List it in your app. It can only be from the Common Ninja Tools/Explosives section. You also get a free Aestetic/Storage Item to hold your gear.
Access to Aestetic/Storage and Common Ninja Tools Portion of Shop. Unable to repair broken gear.
Can create C rank and below Bukijutsu. C rank techniques will mostly be manuevers or enhanced body movements at most.

Adept User (21-30 SkP): Damn your mastery over weapons is coming along, you can now learn up to A rank techniques in Bukijutsu. You've begun to familiarize yourself with several branches of Bukijutsu, utilizing a great versatility in your fighting style. You also have begun the art of chakra flow, being able to enhance the abilities of your weapons with chakra. You receive a +20% of your skill points in this art into Str, Agi, Dex, while using weapons. Adept users can get 1 free higher quality weapons, with the ability to now create custom basic tools and gear. (30,000 price limitation)
Access to Customize/Adept portion of Shop. Can repair tools and gear with same metal used.
Can Create B rank Bukijutsu. At B rank, you can now send chakra down your weapon, enhancing the abilities of your blades or weapons.

Experienced User (31-40 SkP): Your experience of weaponry on the battlefield makes you one not to be trifled with easily, as you've become used to a wide array of different weapons, with abilities not easily matched. You set the pace on the battlefield, as you make competing shinobi "dance" as they try to dodge your every impeccable move. You gain +25% of your SkP into your Agi, Dex, and Str stats while using weapons. You also have received the ability to learn S ranked weapon techniques, but that's not all. Also, chakra flow is enhanced by one rank (Chidori Katana which is normally B rank, would be A rank with Experienced Buki user). Experienced users can get one free specialized weapon and two regular durable weapons.n See materials in shop when making your weapons.
Access to Experienced portion of the Store.
(35+ SkP)As you become more experienced with chakra flow utilization with your weapon, you are now starting to learn to also enhance your body at the same time. This massive amount of training allows all Bukijutsu techniques to get a (5% per point past 35)decrease in chakra consumption when using weapons. You are also skilled enoug to create A rank Bukijutsu. At A rank, you can now utilize both enhancing your weapon, and your body at the same time, to gain great combination affects.


Master User (41-50 SkP): Your experience with weapons is legend-wait for it- dary, and you can use up to SS ranked Bukijutsu. 30% of your SkP enhances your str, agi, and dex stats each. They can use any weapon, even a paperclip, into the most deadly of weapons. Master Users get 2 free specialized enhanced chakra flowing weapons if they wish, and 2 regular durability weapons. This means you can use any materials for 2 weapons, then any adept materials for the other two. See shop for materials. Finally, Bukijutsu techniques are becoming much easier to utilize, allowing cost 25% less in chakra consumption as earned before, but this number increases by 2.5% per point of SkP at 41+.Can Create S rank Bukijutsu.


(45+ SkP) As you progress as a master, you learn to create stronger and stronger gear to use during battle. You can now have (1 weapon for every 2 points at 45 SkP) signature weapon sets with which they gain an extra +15% increase in the total boosts they would receive from skills and fighting styles (not combat styles). (Meaning each of the 4 weapons, when combined would have 60% total boost). Now don't get confused here, with the words "weapon sets". It means things that are used as a whole to utilize a fighting style to it's maximum potential. Dual Swords, Shield and Sword, etc., where the weapons are DEPENDENT on each other to function together as a whole if used in that manner. This can not be a gear of armor, and a weapon(s) to make a whole set, the items must be capable of being used in the same jutsu to gain the full benefits. Can Create SS rank Bukijutsu.



Sensory (minor change on master)


Inadequate User(0-10SkP): You are limited to basic use of your 5 senses. Nothing more, nothing less.

Basic User(11-20SkP): At this level, you are finally learning how to sense things. By standing still and focusing with the ram sign OUTSIDE of combat, you can feel for chakra up to 50 meters, but you can only tell that whoever it is has chakra. Nothing else.

Adept User(21-30SkP): Now, you can actually use standard Sensory jutsu E-B rank. Your sensory range has increased to 100 meters. You can now tell how much chakra things you sense have, but you still have to stand still to sense things. However, you don't need the ram sign to focus this ability anymore.

Experienced User(31-40SkP): You can use Sensory Jutsu up from E-S rank now. You can use sensory jutsu in combat as well as outside of combat and your range is now 200 meters at 31-35 and 400 meters from 36-40. You can now move and use your innate sensory ability as well with the ram sign. You can tell how much chakra a person has and what elements they can use.

Master User(41-50SkP): You can use any sensory jutsu ever made now (E-SS rank). Your innate range is from 800 meters at 41-45, and 1500 meter at 46-49 and 5000 meters at 50. All it takes is a simple thought and the user can sense all the chakra within that limit without the ram sign needed. They can tell elements, how much chakra they have, AND what the person specializes in from the feel of their chakra alone. They can even tell if someone is using chakra at the moment, though not how they are using it.


Iryojutsu

Inadequate User(0-10SkP): You are limited to basic first aid, like band-aids, basically. You have no skill or talent in medical jutsu at this stage and are pretty much useless at making medical chakra.

Basic User(11-20SkP): At this level, you can finally utilize chakra for medical purposes. You have access to all Medical jutsu E-C rank and know basic human anatomy. You know what all the organs are, where they go, and what they do in detail. You also know where all the bones are, and their names are. However, you can not use medical jutsu in battle just yet.

Adept User(21-30SkP): Now, you can utilize Medical Jutsu of E-B rank. Your chakra control has grown considerably, allowing you to use MEDICAL jutsu at a 25% discount. In addition to knowledge of the human body, you can now develop poisons and antidotes, which you can use in battle. However, you still can not use medical jutsu in battle yet, besides to heal yourself.

Experienced User(31-40SkP): At this point, you can use Medical Jutsu from E-A rank. You know everything about the human body, poisons and plants. You can spot edible and poisonous herbs anywhere and collect them (depending on the plant, it costs a certain amount of exp). You can now use medical jutsu in combat in any way you want, ie- Chakra Scalpel to cut people's muscles or ligaments, etc.
(35+ SkP)Your medical jutsu are becoming greatly tuned, you are now at the point of being able to utilize the smallest amount of chakra possible, to be able to use a technique in this style. You recieve a 10% chakra discount per SkP over 35 now as well from your advanced chakra control.

Master User(41-50): You have mastered Medical Jutsu. You can use any medical jutsu from E-SS rank. In addition to knowing everything about the human body, all plants in the world, poisons and antidotes, you also have vast knowledge of animal body systems, natural antidotes from animal fluid, venom, etc., and can tell Where a person is from in the world (what region they came from, what clan they are from, etc.) by looking at them. After all, the way you look is classified as a medical matter. Your understanding of the human body is so advanced that you can tell someone is from Kumo because of their darker skin or complexion, and how Hidden Mist people have a certain eye shape found there, or sharp teeth, for example. Also, your chakra control is perfect. While you still have a 50% discount in medical from your previous experience.

(45+ SkP) There are very few Medical Practicioners like you in the world, your skills with chakra are so fine tuned, you could create blades small enough to manipulate a cell if you wanted. Your knowledge of chakra is so great in fact, that ALL other jutsu types have a discount as well. Every point passed 45 SkP gives a 5% discount to chakra for all other forms of jutsu known.



Kujutsu

Inadequate User(0-10 SkP): At this stage you are very new to the arts of puppetry. You are limited in what you can do with puppets. You may only use ONE puppet in a fight at any given time, and can only use puppets of D-C ranks. All puppets move at a mere 10 agi. At this stage though, you need an ability in Bukijutsu of adept to even utilize a puppet, as it is a weapon, and less of a puppet.

Basic User(11-20 SkP): You are now more experienced in puppetry, and can use puppets of D-B ranks. You may use two puppets in a fight at any given time. Your puppets can now move with Str, Dex, Agi equal to 1 per SkP in this style. You gain access to Basic Materials, and Adept Materials, except metals. You gain 15,000 ryo for use of making a puppet.

Adept user(21-30 SkP): At this stage, you are better experienced than any of the previous tiers of puppetry. You're art as a puppeteer has increased a good amount, giving you +4 dexterity with regards to seals and +5 stamina, even when not using Kujutsu. You may control up to 4 puppets in a fight at any given time, and your puppets act with a 1.25 per SkP in Str, Dex, Agi of your skill. You may now use puppets of D-S rank. You are now able to construct weapons only, utilizing metals from the Adept ranking for this purpose.

Experienced User(31-40 SkP): At this stage you have become very experienced with puppetry. Your puppetry skills are like a work of art, you can control up to 4 puppets in a fight now at any given time, and they act with 1.5 per SkP in Str, Dex, Agi. Your dexterity has now gained a bonus of +10 in regards to handseals as well as a bonus of +10 to your stamina, even when not using Kujutsu. Your puppets may now be of any rank, from D-rank to the powerful SS-ranked puppets.
(35+ SkP)Your experience over Kujutsu is gaining steam. You are becoming skilled enough to learn how to use your puppetry skills with the minimal amount of chakra usage needed. You now gain a discount of 5% per SkP over 45. Along with this, you are becoming skilled enough to start using more puppets, able to use 1 more puppet per 2 points at 45 SkP.

Master User(41-50): Congratulations! You are now a master in the fine arts of puppetry. You can now control up to 7 puppets in a fight at any given time. You also gain +15 in dexterity with regards to hand seals and +15 in stamina, which can be used even when not using Kujutsu. Your puppets act with 1.75 per point in SkP for Str, Dex, and Agi. Your puppets can be any rank from D-SS. You also get to keep the 25% less chakra usage from your previous experience.

(45+ SkP) Your mastery of Kujutsu is about to reach it's peak. Though there is always room for improment still. First, you are now learning to fine tune your use of chakra in Kujutsu, you are gaining 5% per point passed 45 SkP in chakra reduction of those skills. Along with your increased mastery, you can now even use metals in the construction of your puppets, though with the increased weight, you will gain some weaknesses in exchange for the increased durability. And if this wasn't enough, you are slowly increasing the number of puppets you can use at once, increasing the number. (1 puppet per 2 points of SkP at 45)

Inadequate User (0-10 SkP): You have no actual skills with weapons, although you could buy a weapon, you wouldn't have proper control with it, and could very well get yourself hurt out there. At this level, the user can start with plastic, rubber, or basic wooden training weapons, such as toy shuriken, or a bokken (wooden training sword) when a student, or basic small Shuriken and Kunia after graduating and becoming a Genin. Don't count on creating your own techniques just yet.

Basic User (11-20 SkP): You have now begun the process of familiarizing yourself with weapons, and can now learn techniques up to B rank in Bukijutsu, but have no special ability involving Bukijutsu. Basic Users get 1 free weapon, List it in your app. It can only be from the Common Ninja Tools/Explosives section. You also get a free Aestetic/Storage Item to hold your gear.
Access to Aestetic/Storage and Common Ninja Tools Portion of Shop. Unable to repair broken gear.
Can create C rank and below Bukijutsu. C rank techniques will mostly be manuevers or enhanced body movements at most.

Adept User (21-30 SkP): Damn your mastery over weapons is coming along, you can now learn up to A rank techniques in Bukijutsu. You've begun to familiarize yourself with several branches of Bukijutsu, utilizing a great versatility in your fighting style. You also have begun the art of chakra flow, being able to enhance the abilities of your weapons with chakra. You receive a +20% of your skill points in this art into Str, Agi, Dex, while using weapons. Adept users can get 1 free higher quality weapons, with the ability to now create custom basic tools and gear. (30,000 price limitation)
Access to Customize/Adept portion of Shop. Can repair tools and gear with same metal used.
Can Create B rank Bukijutsu. At B rank, you can now send chakra down your weapon, enhancing the abilities of your blades or weapons.

Experienced User (31-40 SkP): Your experience of weaponry on the battlefield makes you one not to be trifled with easily, as you've become used to a wide array of different weapons, with abilities not easily matched. You set the pace on the battlefield, as you make competing shinobi "dance" as they try to dodge your every impeccable move. You gain +25% of your SkP into your Agi, Dex, and Str stats while using weapons. You also have received the ability to learn S ranked weapon techniques, but that's not all. Also, chakra flow is enhanced by one rank (Chidori Katana which is normally B rank, would be A rank with Experienced Buki user). Experienced users can get one free specialized weapon and two regular durable weapons.n See materials in shop when making your weapons.
Access to Experienced portion of the Store.
(35+ SkP)As you become more experienced with chakra flow utilization with your weapon, you are now starting to learn to also enhance your body at the same time. This massive amount of training allows all Bukijutsu techniques to get a (5% per point past 35)decrease in chakra consumption when using weapons. You are also skilled enoug to create A rank Bukijutsu. At A rank, you can now utilize both enhancing your weapon, and your body at the same time, to gain great combination affects.


Master User (41-50 SkP): Your experience with weapons is legend-wait for it- dary, and you can use up to SS ranked Bukijutsu. 30% of your SkP enhances your str, agi, and dex stats each. They can use any weapon, even a paperclip, into the most deadly of weapons. Master Users get 2 free specialized enhanced chakra flowing weapons if they wish, and 2 regular durability weapons. This means you can use any materials for 2 weapons, then any adept materials for the other two. See shop for materials. Finally, Bukijutsu techniques are becoming much easier to utilize, allowing cost 25% less in chakra consumption as earned before, but this number increases by 2.5% per point of SkP at 41+.Can Create S rank Bukijutsu.


(45+ SkP) As you progress as a master, you learn to create stronger and stronger gear to use during battle. You can now have (1 weapon for every 2 points at 45 SkP) signature weapon sets with which they gain an extra +15% increase in the total boosts they would receive from skills and fighting styles (not combat styles). (Meaning each of the 4 weapons, when combined would have 60% total boost). Now don't get confused here, with the words "weapon sets". It means things that are used as a whole to utilize a fighting style to it's maximum potential. Dual Swords, Shield and Sword, etc., where the weapons are DEPENDENT on each other to function together as a whole if used in that manner. This can not be a gear of armor, and a weapon(s) to make a whole set, the items must be capable of being used in the same jutsu to gain the full benefits. Can Create SS rank Bukijutsu.



Sensory (minor change on master)


Inadequate User(0-10SkP): You are limited to basic use of your 5 senses. Nothing more, nothing less.

Basic User(11-20SkP): At this level, you are finally learning how to sense things. By standing still and focusing with the ram sign OUTSIDE of combat, you can feel for chakra up to 50 meters, but you can only tell that whoever it is has chakra. Nothing else.

Adept User(21-30SkP): Now, you can actually use standard Sensory jutsu E-B rank. Your sensory range has increased to 100 meters. You can now tell how much chakra things you sense have, but you still have to stand still to sense things. However, you don't need the ram sign to focus this ability anymore.

Experienced User(31-40SkP): You can use Sensory Jutsu up from E-S rank now. You can use sensory jutsu in combat as well as outside of combat and your range is now 200 meters at 31-35 and 400 meters from 36-40. You can now move and use your innate sensory ability as well with the ram sign. You can tell how much chakra a person has and what elements they can use.

Master User(41-50SkP): You can use any sensory jutsu ever made now (E-SS rank). Your innate range is from 800 meters at 41-45, and 1500 meter at 46-49 and 5000 meters at 50. All it takes is a simple thought and the user can sense all the chakra within that limit without the ram sign needed. They can tell elements, how much chakra they have, AND what the person specializes in from the feel of their chakra alone. They can even tell if someone is using chakra at the moment, though not how they are using it.


Iryojutsu

Inadequate User(0-10SkP): You are limited to basic first aid, like band-aids, basically. You have no skill or talent in medical jutsu at this stage and are pretty much useless at making medical chakra.

Basic User(11-20SkP): At this level, you can finally utilize chakra for medical purposes. You have access to all Medical jutsu E-C rank and know basic human anatomy. You know what all the organs are, where they go, and what they do in detail. You also know where all the bones are, and their names are. However, you can not use medical jutsu in battle just yet.

Adept User(21-30SkP): Now, you can utilize Medical Jutsu of E-B rank. Your chakra control has grown considerably, allowing you to use MEDICAL jutsu at a 25% discount. In addition to knowledge of the human body, you can now develop poisons and antidotes, which you can use in battle. However, you still can not use medical jutsu in battle yet, besides to heal yourself.

Experienced User(31-40SkP): At this point, you can use Medical Jutsu from E-A rank. You know everything about the human body, poisons and plants. You can spot edible and poisonous herbs anywhere and collect them (depending on the plant, it costs a certain amount of exp). You can now use medical jutsu in combat in any way you want, ie- Chakra Scalpel to cut people's muscles or ligaments, etc.
(35+ SkP)Your medical jutsu are becoming greatly tuned, you are now at the point of being able to utilize the smallest amount of chakra possible, to be able to use a technique in this style. You recieve a 10% chakra discount per SkP over 35 now as well from your advanced chakra control.

Master User(41-50): You have mastered Medical Jutsu. You can use any medical jutsu from E-SS rank. In addition to knowing everything about the human body, all plants in the world, poisons and antidotes, you also have vast knowledge of animal body systems, natural antidotes from animal fluid, venom, etc., and can tell Where a person is from in the world (what region they came from, what clan they are from, etc.) by looking at them. After all, the way you look is classified as a medical matter. Your understanding of the human body is so advanced that you can tell someone is from Kumo because of their darker skin or complexion, and how Hidden Mist people have a certain eye shape found there, or sharp teeth, for example. Also, your chakra control is perfect. While you still have a 50% discount in medical from your previous experience.

(45+ SkP) There are very few Medical Practicioners like you in the world, your skills with chakra are so fine tuned, you could create blades small enough to manipulate a cell if you wanted. Your knowledge of chakra is so great in fact, that ALL other jutsu types have a discount as well. Every point passed 45 SkP gives a 5% discount to chakra for all other forms of jutsu known.



Kujutsu

Inadequate User(0-10 SkP): At this stage you are very new to the arts of puppetry. You are limited in what you can do with puppets. You may only use ONE puppet in a fight at any given time, and can only use puppets of D-C ranks. All puppets move at a mere 10 agi. At this stage though, you need an ability in Bukijutsu of adept to even utilize a puppet, as it is a weapon, and less of a puppet.

Basic User(11-20 SkP): You are now more experienced in puppetry, and can use puppets of D-B ranks. You may use two puppets in a fight at any given time. Your puppets can now move with Str, Dex, Agi equal to 1 per SkP in this style. You gain access to Basic Materials, and Adept Materials, except metals. You gain 15,000 ryo for use of making a puppet.

Adept user(21-30 SkP): At this stage, you are better experienced than any of the previous tiers of puppetry. You're art as a puppeteer has increased a good amount, giving you +4 dexterity with regards to seals and +5 stamina, even when not using Kujutsu. You may control up to 4 puppets in a fight at any given time, and your puppets act with a 1.25 per SkP in Str, Dex, Agi of your skill. You may now use puppets of D-S rank. You are now able to construct weapons only, utilizing metals from the Adept ranking for this purpose.

Experienced User(31-40 SkP): At this stage you have become very experienced with puppetry. Your puppetry skills are like a work of art, you can control up to 4 puppets in a fight now at any given time, and they act with 1.5 per SkP in Str, Dex, Agi. Your dexterity has now gained a bonus of +10 in regards to handseals as well as a bonus of +10 to your stamina, even when not using Kujutsu. Your puppets may now be of any rank, from D-rank to the powerful SS-ranked puppets.
(35+ SkP)Your experience over Kujutsu is gaining steam. You are becoming skilled enough to learn how to use your puppetry skills with the minimal amount of chakra usage needed. You now gain a discount of 5% per SkP over 45. Along with this, you are becoming skilled enough to start using more puppets, able to use 1 more puppet per 2 points at 45 SkP.

Master User(41-50): Congratulations! You are now a master in the fine arts of puppetry. You can now control up to 7 puppets in a fight at any given time. You also gain +15 in dexterity with regards to hand seals and +15 in stamina, which can be used even when not using Kujutsu. Your puppets act with 1.75 per point in SkP for Str, Dex, and Agi. Your puppets can be any rank from D-SS. You also get to keep the 25% less chakra usage from your previous experience.

(45+ SkP) Your mastery of Kujutsu is about to reach it's peak. Though there is always room for improment still. First, you are now learning to fine tune your use of chakra in Kujutsu, you are gaining 5% per point passed 45 SkP in chakra reduction of those skills. Along with your increased mastery, you can now even use metals in the construction of your puppets, though with the increased weight, you will gain some weaknesses in exchange for the increased durability. And if this wasn't enough, you are slowly increasing the number of puppets you can use at once, increasing the number. (1 puppet per 2 points of SkP at 45)




Also, Rivu, you're awesome. Make any changes you deem needed bro.

I don't like that someone can't have weapons if they don't have Bukijutsu or Kujutsu. It's basic for every ninja to atleast know how to use a shuriken and kunai. So, that part will not be approved.

Also, I don't like how basic users can't repair their weapons. While they can't repair them on their own, I think they should still be allowed to get them fixed by someone else.

I say that experienced and master users should be allowed to create a weapon's shop IC where they can repair and create weapons for other characters for a price set by them, the shop owner.

I do however, like the limitations set on materials and special abolities for weapons, as it ensures that people won't create OP gear.

Also, in addition to weapons, why couldn't a bukijutsu user create armors for their defense? I think it should be allowed.
